AVAIL Vapor is a manufacturer and former retailer of premium e-liquid products and electronic nicotine delivery systems (ENDS). Founded in 2013 and headquartered in Richmond, Virginia, the company became one of the largest vape retailers in the United States, known for its high-standard cleanroom manufacturing and rigorous quality control. To address evolving federal regulations, the company established Blackbriar Regulatory Services, a division focused on analytical testing, human factors studies, and the preparation of Premarket Tobacco Product Applications (PMTAs) for the FDA. In 2021, due to the complex regulatory landscape and the PACT Act, AVAIL Vapor closed its retail operations and reached an agreement to sell its brands and manufacturing assets to Charlie's Holdings, Inc.
