The Centers for Independent Living of Pennsylvania (PACIL) is a statewide network of consumer-controlled, community-based organizations dedicated to empowering individuals with disabilities. These centers provide five core services: individual and systems advocacy, independent living skills training, peer counseling, information and referral, and transition services. Mandated by the federal Rehabilitation Act, at least 51% of the staff and boards of these organizations are individuals with disabilities, ensuring a peer-led approach to service delivery. The network assists individuals in transitioning from institutional settings to community-based living and supports youth as they move into adulthood.
