CIRS encompasses two main entities: 1. Centre for Innovation in Regulatory Science: A neutral research organization based in London that advances global pharmaceutical regulation and health technology assessment policies by facilitating collaboration among regulators, HTA agencies, industry leaders, patient groups, and academia. It operates internationally as an independent subsidiary of Clarivate. 2. Chemical Inspection and Regulation Service ("CIRS Group"): A leading product safety and chemical management consulting firm headquartered in Hangzhou, China. It provides comprehensive regulatory compliance services—including testing—for chemicals, cosmetics, medical devices, food products, agrochemicals, pharmaceuticals and more. The group includes specialized subsidiaries such as C&K Testing and CIRS Kexin Biotech. Neither entity develops drugs or has its own clinical pipeline but plays a critical role supporting product development through regulatory strategy/advice/testing.
