Cosmetic Ingredient Review

Cosmetic Ingredient Review (CIR) is an independent, non-profit scientific body established in 1976 to assess the safety of ingredients used in cosmetics in the United States. Headquartered in Washington, D.C., the organization was founded by the Personal Care Products Council with support from the U.S. Food and Drug Administration and the Consumer Federation of America. CIR operates through an Expert Panel of world-renowned scientists and physicians who review chemical data and toxicological research in open public forums. The findings are published as safety monographs in the International Journal of Toxicology, providing the cosmetic industry and regulatory agencies with authoritative guidance on ingredient safety. While funded by the industry, CIR maintains a transparent and independent review process to ensure consumer protection.
