Founded in 1986, the company grew to become the District's largest Medicaid contractor, managing healthcare benefits for over 100,000 residents at its peak. The organization focused on providing comprehensive health services and care coordination for low-income and vulnerable populations. In 2012, the company was placed into rehabilitation by the D.C. Department of Insurance, Securities and Banking due to severe financial instability. Its operations were eventually wound down, and its member contracts were transitioned to AmeriHealth Caritas District of Columbia.
