First Plan of Minnesota was a health maintenance organization (HMO) based in Duluth, Minnesota, that provided health insurance and managed care services. Operating as a subsidiary of Blue Cross and Blue Shield of Minnesota, it served residents and employers primarily in the northeastern region of the state. The company focused on delivering cost-effective health coverage through a dedicated network of local healthcare providers.
