Minnesota Comprehensive Health Association

The Minnesota Comprehensive Health Association (MCHA) is a non-profit organization created by the Minnesota Legislature to provide health insurance to residents who were unable to obtain coverage in the private market due to pre-existing conditions. Following the implementation of the Affordable Care Act, MCHA transitioned from its primary role as a high-risk pool to its current function as the administrator of the Minnesota Premium Security Plan, the state's reinsurance program. This program is designed to stabilize the individual health insurance market by offsetting the costs of high-claim individuals for participating insurers. MCHA is governed by a board of directors that includes representatives from member insurance companies, the public, and state agencies.
